The Consequences of Our Tax Code

Birmingham, AL - Every year, families make financial decisions, and as a result, experience some unforeseen -- and unintended consequences. This could be an unexpected tax event, it may have been a broken relationship, or a business failure. (All of which and more, by the way, is why taxpayers should be sure to ask their tax professional about tax planning this year, rather than just the required tax “reporting” - which is what the tax return preparation process really is.) Local tax expert and CPA, Martha Echols, offers some insight.

“Sometimes these consequences are because of the tax code itself,” Echols said. “Take marriage, for example. The foundations of most civilizations function on the principle that children are best raised in a home by two parents in a committed relationship. As such, couples have always been encouraged to marry. (My point, by the way, is about what’s in the tax code, and how it encourages social change. So this is NOT at all to speak of anything related to the special heroism which is single parenthood.) But for many couples, our current tax code actually discourages marriage, and I think it’s a shame.”

Here’s how it does so...

“An individual who is working but makes a smaller income qualifies for the \"Earned Income Tax Credit\" (EITC),” Echols explained. “It’s refundable, which means that whether you owe that amount in tax or not, you may still receive it as a refund. The amount is calculated based on your salary, filing status and number of children. There is a plateau at which point the amount of the credit goes down.”

Without going into all the math, here’s an example: If a taxpayer and their partner are not married but have two children, they have some flexibility. Each of them can earn $17,100 and still collect the maximum $3,169 for a total of $6,338.

A married couple, on the other hand, with two children earning the same $34,200 would only collect $2,735. The formula \"penalizes\" them $3,603, or 10.5% of their salaries, simply because they are legally married.

And the marriage penalty only increases as income and the number of children rise. The\"penalty\" can be as high as $8,400 when compared against unmarried couples in certain salary levels.

“This should be sobering to us as a society,” Echols continued.I have no problem whatsoever with each individual making their own choices in these matters. And the EITC receives support from all parties because it’s an incentive to work (it only is received when there is a job in place). But we shouldn’t disincentivize a civilizational building block through our tax code.”

One solution could be to extend it to all individuals equally, regardless of marital status. But the point is this: our choices have consequences, many of which aren’t immediately apparent. So be wise, and have a guide in making tax and financial decisions moving forward.

Want To Send Your Child To College? Better Start Saving

Fort Worth, TX. - According to a recent College Board Annual Survey of Colleges, the price tag on a college education is rising faster than the price of groceries and health care. In the last ten years, in-state tuition and fees for public four-year colleges increased 5.6% annually on top of a CPI growth of 2%. The average estimated total cost for most public in-state four-year students (varies by state) vary between $65,000 to $90,000. Tax expert and CPA, Manjula Modi, explains further.
 
“It means that if you were blessed with the birth of a child recently, you will need to save $430 monthly to pay for in-state college tuition, fees, room and board. Double this too, to cover the full costs of an average private institution. This does not even include money for a cell phone, dorm decor or other things college students deem necessary, ” Modi stated.
 
Now it’s true: most students don’t pay full price for college. In 2011-12, undergraduate students received an average of $12,894 in financial aid, split almost equally between loans and grants. Grants are the most attractive because students are not saddled with a repayment plan after college. Federal grants make up 26% of total aid. Institutional college grants account for 17%, state grants for 6% and private and employer grants (scholarships) for 4%.
 
But that hasn’t stopped the fact that students are graduating with larger debt loads than they were 10 years ago. Public four-year college borrowers graduate with an average of $19,800 in debt; their nonprofit private college counterparts graduate owing $26,100. This private college debt is 17% more than it was 10 years earlier, even after accounting for inflation. In addition, a growing percentage of all college debt is unsubsidized and begins accrui ng interest immediately.
 
So, students will have to make smarter education choices. Today’s global marketplace puts more value on hard skills such as engineering, computer technology, teaching and finance. Technical degrees and certificate programs will become commonplace. A liberal arts education will likely diminish in popularity and become more focused at the elite institutions. More students are likely to begin their education at lower-cost community colleges, and complete a four-year degree at schools that specialize in their concentration.
 
“Parents may feel overwhelmed about the amount they need to save for college. But college education is one of the two lifetime investments for which we approve borrowing money (the other is a home mortgage). Students should plan to graduate with a debt load no higher than half of what they can reasonably expect from their first year’s salary. For example, those with a s tarting salary of $40,000 should keep their debt at or below $20,000. Thus graduates can dedicate 10% of their annual salary to school debt and pay it off in five years,” Modi advised. “New parents who are able should immediately begin saving $430 a month for college. Alternatively, a one-time $50,000 investment should cover tuition, fees, room and board at an in-state college 18 years from now. Yes, this is pretty scary. But there are other options…”
 
Giving a child the gift of a college education and a debt-free start to adulthood is one choice. Other parents believe their children should participate in financing their college education and can apply the 50/50 savings approach. Parents commit to saving half of the money needed, and their children commit to the other half. Students participate by working hard in high school, applying for scholarships, taking summer jobs, seeking out work-study opportunities and accep ting reasonable loan levels.
 
The support of grandparents can help tremendously. The vast majority of the college accounts that I’ve seen are owned and funded by grandparents. Instead of buying the latest gadgets for their grandchildren, they make annual contributions to a college savings account. If the grandparents own the account, it has the added advantage of not being included as a resource on the student’s financial aid forms — and that is a beautiful advantage.
 
“One last thing,” Modi added. “I’m not a stocks advisor, but strictly from a planner’s perspective--I do NOT recommend to our clients that they invest their education savings in prepaid college tuition plans. At best, these tend to match college inflation, and if used at an out-of-state institution, returns are based on money market rates, which are abysmally low right now.

Lumber markets improved sharply in the US during 2012 and early 2013;prices have increased over 60 percent since late 2011

The lumber market in the US really took off in late 2012 and early 2013. Lumber prices in February were more than 60 percent higher than in late 2011. Increased lumber production has put upward pressure on sawlog prices.

Seattle, USA. Lumber production in the US and Canada improved during 2012, with total output in 2012 being eight percent and five percent higher, respectively, than in 2011, according to WWPA. Sawmills in the Western region have been more fortunate than mills in other regions in North America since they have been able to ship lumber both to markets in the US and to Asia.
 
The US housing market is continuing to improve, with higher house prices, lower inventories and limited sales of foreclosure homes (increasingly turned into rental properties). These developments have resulted in an increased number of housing starts and higher demand for lumber. Canadian sawmills, which export a major ity of their lumber to the US, have been ramping up production during 2012 to meet the higher demand for lumber. This has been particularly true for sawmills in the Eastern provinces where production in the 4Q/12 was up 16 percent year-over-year.
 
The US lumber price developments during 2012 and into early 2013 have been quite remarkable with the Random Length Lumber Price Index increasing by over 60 percent from late 2011 to March 2013. This development has been drawing the attention from sawmills far away from the North American continent. With substantially higher prices and a predicted increase in the demand for lumber in 2013, many foreign companies hope to be able to increase shipments of lumber to the US shores in the coming year.
 
The strong lumber market has pushed sawlog prices upward throughout North America. As reported in the North American Wood Fiber Review, prices for Douglas-fir sawlogs in the Western US reached a five-year high in the 4Q/12 and prices continued upward in the 1Q/13 because of higher log demand both from domestic sawmills and from log buyers in Asia.
 
Sawlog prices have also inched up in Coastal British Columbia and Eastern Canada as a result of tighter log supply. Pine sawlog prices in the US South have been surprisingly stable since 2010 and, in the 4Q/12, were close to the lowest level in almost 15 year. However, with the improved housing market in the US and higher lumber prices, it can be expected that sawmills will increase the consumption of logs and that the Southern states will follow the rest of North America with upward trending log prices during 2013.

Explore an Ancient Culture in the Southwest While Relaxing and Regenerating

An increasing number of adult travelers are looking to vacation time not only as an occasion to relax and regenerate, but as an opportunity to learn. With a 30-year history of providing hands-on educational experiences to the public, the Crow Canyon Ar chaeological Center near Cortez, Colo., has expanded its adult programs to meet this demand.

Crow Canyon invites lifelong learners to join its archaeologists for excavations, lab work, or experimental artifact replication as they explore the 1,500-year-old history of the ancestral Pueblo people in the Southwest. The Center offers three programs for adults: the Archaeology Research Program, Archaeology Research Seminar, and Archaeology Lab Program. All programs take place at the Center’s campus, surrounded by the majestic scenery of southwestern Colorado.

Archaeology Research Program 

This year, Crow Canyon continues its Basketmaker Communities Project, focusing on ancestral Pueblo history from A.D. 500–750. Participants excavate at the Center’s current excavation site and analyze artifacts in the lab alongside leading Southwestern archaeologists. A guided tour of Mesa Verde National Park is included. Weeks are available in June, August, September, and October.

Archaeology Research Seminar 

Part pottery workshop, part experimental archaeology, the 2013 Adult Research Seminar explores the technological and social aspects of ancient Pueblo pottery production from A.D. 500–1300. Using locally available materials and traditional Pueblo techniques, participants will build, paint, and fire their own vessels in an attempt to replicate ancestral Pueblo black-on-white pottery. August 11–17.

Archaeology Lab Program 

This year\'s Archaeology Lab Program will focus on ancestral Pueblo jewelry and other ornaments. In the lab, participants will analyze beads, pendants, and other items of personal adornment from sites that Crow Canyon is currently excavating. In addition, traditional tools and techniques will be used to make a variety of ornaments out of the same materials used by ancestral Pueblo Indian people. October 6–12.

Debbie Gardner of Survive Institute Heads to South Adams School in Berne, Indiana to Speak to the Student Body about Dating Violence

Debbie Gardner, of Survive Institute will assist South Adams Schools in complying with the dating violence education requirement. Her 90 minute interactive presentation is customized for grades 6 through 12. While in Indiana Survive Institute Offers a Self Defense Session to the Public on March 12th.

Heather's Law requires the Indiana Department of Education, in collaboration with organizations that have expertise in dating violence, domestic violence and sexual abuse, to develop or identify model dating violence educational materials, and model dating violence response and reporting policies.

Debbie Gardner will assist South Adams Schools in complying with the dating violence education requirement. Her 90 minute interactive presentation is customized for grades 6 through 12.
